Praxis Associates, Inc., a fiber optic engineering and construction firm, has an immediate need for a Communication Systems Cable Splicer for the Digital 395 Middle Mile Fiber-Optic Network and Infrastructure Project.


LOCATION: Eastern Sierra

PRIMARY FUNCTION:
Splices fiber optic cables in both outdoor and indoor settings. Reads, creates and maintains splicing schematics and diagrams. This role is also responsible for taking and maintaining accurate splicing and field notes and to support project timelines. Also this role is an integral player during design and inspection, and finalizes job summary sheets.

ROLE AND RESPONSIBILITIES:

  • Splice fiber optic cables for both loose tube and ribbon optic cables
  • Constructs proper splice cases, including but not limited to: grounding, bonding, isolation, slack storage and sealing
  • Prepares and maintains splicing records, schematics and diagrams
  • Builds graphical worksheets for contractor use; uses drafting technique in Visio and other required programs
  • Performs work in accordance with industry standards
  • Reviews and interprets underground and aerial cable records in existing records, on maps or in the field
  • Makes precise recommendations for changes in running fiber optic cables, or provides input into construction methodologies
  • Participates in engineering, permit and construction processes

REQUIRMENTS:

  • At least 2 years of basic construction and/or telecom systems installation
  • Experience on how to fuse both loose tube and ribbon fiber optic cables
  • Able to place a mid-sheath splice
  • Must have a high school diploma or GED

PREFERRED SKILLS:

JOB TITLE: OUTSIDE PLANT TECHNICIAN—PLACEMENT CREWS*

Praxis Associates, Inc., a fiber optic engineering and construction firm, has an immediate need for Communication Systems Installers for the Digital 395 Middle Mile Fiber-Optic Network and Infrastructure Project.

PRIMARY FUNCTION:
The Communication Systems Installer works on a Cable Placement Crew with three to seven operatives to install fiber optic cable into conduit.

ROLE AND RESPONSIBILITIES:
May perform any or all of the following tasks:

  • Sets up and operates fiber optic cable blowing machine.
  • Operates Air Compressor connected to fiber optic cable blowing machine.
  • Assists with cable feed into fiber optic cable blowing machine, monitors operation to assure that there is sufficient slack to minimize resistance as cable is blown into conduit.
  • Sets up and operates fiber optic cable pulling machine.
  • Drives F150 or F350 (or equivalent sized trucks) which pull reel or equipment trailers.
  • Uses communications equipment to assure coordination of crew operations that may span more than two miles per set-up.

In addition, each crew has one lead person charged with the following duties:

  • Oversees the layout and set-up of worksite.
  • Assures adherence to safety policies and practices.
  • Notifies permitting agencies (e.g., CalTrans) of planned work locations or potential work locations a week in advance.
  • Keeps accurate daily records of productions results.
  • Assures that fiber optic cable is protected from damage.
  • Is continuously oriented to achievement of production quotas.

QUALIFICATIONS AND EDUCATION REQUIREMENTS:

  • Two years general construction experience, preferably handling/placing fiber optic cable
  • Basic math skills
  • Communication skills
  • Able to lift up to 100 lbs.
  • Good work ethic and diligence regarding safety policies and practices
  • Lead person should have two years’ prior experience as foreman in telecommunications construction.

JOB TITLE: COMMUNICATION SYSTEMS TECHNICIAN

Praxis Associates, Inc., a fiber optic engineering and construction firm, has an immediate need for a Communication Systems Technician for the Digital 395 Middle Mile Fiber-Optic Network and Infrastructure Project.


PRIMARY FUNCTION: The Communication Systems Technician provisions buildings with the equipment and connectivity required for access to the fiber optic network.


ROLE AND RESPONSIBILITIES:

  • Installs pre-assembled backboard with network electronics inside buildings
  • Records and tracks network interface device serial number for purpose of inventory management
  • Runs jumpers to provide connectivity inside facility
  • Places drop wire connecting facility with fiber access point
  • Performs terminal splicing operation
  • Utilizes test equipment for the purpose of troubleshooting and verifying the integrity of circuits
  • Uses hand tools to assemble and install data communication lines
  • May provision fiber optic network nodes by terminating main control panels, racks and other equipment; performs tests on all circuits from field devices to the main control panels and/or equipment
  • May include assisting with conduit placement at customer facility

QUALIFICATIONS AND EDUCATION REQUIREMENTS:

  • Three to five years’ experience in telecommunications, provisioning facilities with fiber optic services
  • Knowledgeable in standards for placing low voltage wiring
  • Good communication skills to manage interactions with customers
  • Able to work independently
  • Diligent in accomplishing firm and challenging production standards
  • Previous experience in communication systems cable splicing a plus

JOB TITLE: COMMUNICATIONS DIRECTOR

TRAVEL REQUIREMENTS: Day travel will be frequently required and overnight stays may be occasionally required. PRAXIS has negotiated direct bill relationships with several hotels along the route. Please seek approval from your supervisor before booking overnight travel.

COMPANY PROVIDED EQUIPMENT: A laptop with software and necessary peripherals, a video camera, case and tripod. We’ll provide an email address and business cards. We’ll provide templates for your timesheet and for appropriate and approved business expenses. All equipment provided to you by PRAXIS shall remain the property of PRAXIS, and must be returned upon your departure from the project.

PRIMARY FUNCTION: Reporting to the CEO of Praxis, the Communications Director is responsible for the content and venue selection of all external communications between Praxis and the public. In addition, the incumbent will develop and disseminate internal communications within Praxis, as directed by the CEO.

ROLES AND RESPONSIBILITIES:

SPECIAL FOCUS / PROJECT HISTORIAN: Ideally, much of what the incumbent of this position produces will become part of our comprehensive Project History, which he/she will take the lead in producing. By utilizing video and still photographic technology and by combining creative writing, editing and interpersonal skills, the Communication Director will produce a comprehensive set of materials that will become the nucleus of an informative, and inspiring Project History. This history will document all of the important news, information and events, major milestones and obstacles. The incumbent will research and write stories about the heroes and heroines, including stories about Praxis employees and the employees of our many partners and contractors, and deftly probe and document interesting stories about the people whose lives were changed for the better as the result of this project. This might include people who found good jobs, people who started new companies or whose businesses prospered and grew as a result of the project, and others who clearly benefited from the project and network. Meanwhile the stories and voices of our critics will not be ignored. The Comms Director will document our goofs and errors, because no history would be accurate without this kind of information. Through the work of the Comms Director, the stories of the people who built the network and of those who benefited from it will live on.

Handlers will pick parts for shipment and package according to shipping procedures and fill out the appropriate paperwork to ship the product; will material moving equipment such as pallet jacks, forklifts and dollies to bring products and materials to appropriate locations.

QUALIFICATIONS AND EDUCATIONAL REQUIREMENTS:

  • Must Possess a Valid California Driver’s License & Good driver record
  • Forklift Operation Certification with 2+ years forklift experience

JOB TITLE: FACILITIES COORDINATOR

LOCATION: Big Pine, CA

DESCRIPTION:
The Facilities Coordinator (FC) will provide direct and administrative support to the Praxis Field Inspectors, their managers and the Materials Manager and Materials Handlers assigned to this office location.

ROLE AND RESPONSIBILITIES:

  • The FC maintains official and confidential records related to the project, meetings, correspondence, policies and procedures, scheduling and coordinating meetings.
  • Reports directly to the Construction Superintendent.
  • Composes correspondence in rough and final forms as well as using Microsoft Office programs to generate documents, reports, charts, and tables.
  • Responds to telephone inquiries and at times provides face to face customer assistance as community liaison per the MMRP.
  • Tracks and monitors the whereabouts of all employees working out of that office location.
  • May be required to open the office in the morning and close the office in the evening, activating and deactivating the office’s security measures, and be included on the notification list in the event of an after-hours breach in security.
  • Will make periodic visual inspections of the office grounds and the Materials Depot to assure the safety of all Praxis employees and the security of the Materials Depot.
  • Answer phone calls, prepare meeting materials, produce and publish meeting minutes, coordinate appointments and calendars for managers.
  • Filing, copying, composing a variety of business documents, reception and researching, compiling and summarizing data for reports.

JOB TITLE: CONTRACT ADMINISTRATOR

Praxis Associates, Inc., a fiber optic engineering and construction firm, has an immediate need for a Contract Administrator for the Digital 395 Middle Mile Fiber-Optic Network and Infrastructure Project.


LOCATION: Eastern Sierra

DESCRIPTION:
Ensure that all contract deliverables such as insurance, bonds, progress reports, are received, reviewed and accepted (or rejected). Monitor the payments for construction contracts to ensure timely delivery. Receive, review and accept or rejects certified payrolls under the Davis-Bacon Act. Issue change orders, review contractor-provided Engineering Change Proposals or Praxis Change Orders. Issue Notices to Proceed, Cure Notices, Stop Work Notices, etc. Prepare Termination Notices if needed. Perform price analysis. Coordinate with attorneys on legal procedures and language for terminations. Close out contracts.

REQUIRMENTS:

  • BS in Business with emphasis on Finance, or equivalent
  • At least 5 years’ experience in contract administration
  • Familiarity with Davis-Bacon Act
  • Telecommunications industry background a big plus
  • Excellent documentation and communication skills with all levels of Praxis management.
  • Outstanding organizational and time management skills.
  • Demonstrated ability to conduct timely negotiations and resolve customer issues, and optimize cash flow in contract management and negotiations.

JOB TITLE: ENGINEER: LONG HAUL (UNDERGROUND DESIGN)

LOCATION: Eastern Sierras

DESCRIPTION:
Produces trench designs from the perspective of both Engineering and Construction that will enable construction activities. For each segment of the route, determines optimal excavation method from the options of trenching, plowing, boring and rock-sawing, based on known best practices in the industry, and avoiding the use of questionable procedures regarding safety and environmental guidelines.

REQUIRMENTS:

  • 8 Years + in underground telecommunications construction practices
  • Extensive knowledge of plowing, trenching, and boring technologies in relationship to substructure and environmental conditions
  • Strong ability to assess, document and communication (in written form) field conditions
  • 8 Years + in underground telecommunications construction practices
  • Ability to self-initiate, organize and deliver work products
  • Knowledge of environmental constraints, traffic management, and rights of way considerations

JOB TITLE: LOGISTICS AND MATERIALS MANAGER

LOCATION: Eastern Sierras

PRIMARY FUNCTION:
Supervises and coordinates activities of material handlers that engage in lifting, transporting, storing, and loading materials. May also analyze warehousing space availability to develop schedule for material handling activities and to coordinate the flow of materials or products.

ROLE AND RESPONSIBILITIES:

  • Oversees activities related to the purchase of material, material control, inventory control, shipping/receiving, and storage functions
  • Implements and maintains company policies, procedures, and material controls
  • Works with Procurement Department to assure that required materials are ordered and in stock to meet project schedule, while maintaining pre-defined inventory levels
  • Assists outside auditors and performs periodic reviews to assure that real inventory and book inventory correspond

  • Supervises up to 6 Material Handlers in multiple locations

JOB TITLE: PROCUREMENT SPECIALIST / SENIOR BUYER

PRIMARY FUNCTION:
Plans and implements activities related to the procurement of materials, parts, components, and equipment. Directs the activities of buyers and expediters to accomplish company objectives. Reviews and approves purchases up to a specified dollar amount. May negotiate major contracts involving large dollar amounts. Develops policies and procedures for the operation of procurement activities. Monitors the cost, schedule, and performance aspects of major subcontracts. Coordinates purchasing activities with engineering and manufacturing departments to maintain inventories at planned levels.

ROLE AND RESPONSIBILITIES:

  • Prepare & manage Request for Proposals (“RFP”), from issuance to closeout
  • Prepare an Abstract of Bids and recommend awards and issues Purchase Orders
  • Negotiates agreements and work with clients to ensure that appropriate contract approvals are obtained and documented
  • Provide contract management services for strategic and major agreements with suppliers
  • Negotiate and resolve disputes with suppliers

JOB TITLE: PROJECT PLANNING & SCHEDULING MANAGER

PRIMARY FUNCTION:
The Project Planning & Scheduling Manager is responsible for overall project planning and scheduling, resource allocation, and may track a variety of project elements, including budgets. The day-to-day responsibilities involve populating project plans with assigned project dates (estimated versus actual), reviewing the project schedule to ensure project objectives and/or milestones are met, identifying potential roadblocks, and updating project plans to ensure risk and project status information is noted appropriately.

This Project Planning & Scheduling Manager work under general supervision and will report to the Senior Project Manager in the Project Information and Control Center (PICC).

ROLE AND RESPONSIBILITIES:

  • Assist in coordinating project schedules and compiling project status reports
  • Compile accurate production data and project status reports
  • Responsible for maintaining and revising procedural lists in Microsoft Visio
  • Take meeting notes, track action items, and provide status during project meetings
  • Facilitate project logistics meetings and discussions by setting up telephone meetings or conference using bridge lines and conference services, i.e. GoToMeeting

REQUIRMENTS:

  • 1-3 years of experience in a project office environment, operations center, construction work coordination center or related field
  • Knowledge of commonly used telecom concepts, practices & procedures

JOB TITLE: PROJECT REPORTS & ANALYTICS MANAGER

LOCATION: Eastern Sierras

PRIMARY FUNCTION:
The Project Reports & Analytics Manager designs, implements and audits the operational and project management procedures related to the D395 project. . Through the effective collection and analysis of production data and other reporting tools, the manager compiles metrics pertaining to the effectiveness and efficiency of the organization’s field operations – engineering, conduit placing, cable splicing, node constructions, and ultimately, activation, testing and ultimately, distribution of facilities to customer premises. In addition, this role will interpret results using statistical analysis and will prepare reports for project leaders and senior management. This role will also track costs and performance, service levels and other metrics required to ensure project goals and objectives are met.

The Project Reports and Analytics Manager works under general supervision and will report to the Senior Project Manager in the Project Information and Control Center (PICC).

ROLE AND RESPONSIBILITIES:

  • Gather specific reporting requirements from internal and external stakeholders to develop appropriate reporting strategies
  • Produce reports for internal and external stakeholders
  • Translate business needs into analytics/reporting requirements
  • Ensure that projects are defined, tracked and communicated in a consistent and effective manner to decision makers
  • Build detailed project plans and documents to track project milestones, dependencies, deliverables, assumptions, risks and timelines

JOB TITLE: RIGHT OF WAY AGENT

LOCATION: Eastern Sierras


ROLE AND RESPONSIBILITIES:

  • Works under the direction of the Project Right of Way Manager, but conducts day-to-day activities with minimal direction
  • Performs full-service, multi-jurisdiction (two states, encompassing over 20 local, state and federal entities, including railroads and Indian Reservations), and multi-discipline right of way acquisition, permitting and entitlement
  • Draws on broad and substantive knowledge of the right of way profession, including law, appraisal, and engineering, document preparation, and records management to secure permits and easements
  • Resolves technical and personality-related issues, from the routine to the complex, with efficiency tempered by tact
  • Follows up to assure implementation after permit applications or other entitlement documents are prepared and initiated
  • Skillfully interacts and negotiates with agency representatives and property owners

JOB TITLE: SAFETY / RISK COMPLIANCE MANAGER

LOCATION: Eastern Sierras


ROLE AND RESPONSIBILITIES:

  • Program Management - Lead the Construction Management Team in the successful implementation of the Project’s OCIP and HSE programs throughout the life cycle of the project
  • Responsible for all offsite safety for all Digital 395 employees
  • Provide personnel with safety standards and methodology
  • Ensure compliance of safety standards for contractors/construction managers
  • Review Contractor Project Specific Safety Program gap analysis and manage Performance Improvement Plans where applicable
  • Regularly review Contractor Project Specific Safety Programs, specifically for compliance with OCIP and HSE
  • Develop/conduct/coordinate ongoing safety orientations for new employees and continuation safety training program for project personnel
  • Field Observation/Inspections – Field observation data will be gathered and shared with the Construction Management Team and contractors via documentation and meetings
  • Safety Communication - Provide prompt and consistent means in sharing information and giving feedback regarding contractor safety interventions and performance, newsletter or correspondence that involves project progress, leading indicators, and trailing indicators should be available for distribution
  • Process Verification – Develop/implement a system for auditing implementation of safety requirements including ongoing safety training, substance abuse, and field practices, etc.

JOB TITLE: SENIOR COMPENSATION SPECIALIST

LOCATION: Eastern Sierras

PRIMARY FUNCTION:
Compensation Specialist with a strong background in the construction industry and hands-on experience in applying regulations of the Davis-Bacon Act.
This is a temporary contract position that we expect to last for +/- 18 months, and we are looking to staff it immediately. We are offering $50 per hour for this work, which is expected to be a full-time engagement for its duration.

ROLE AND RESPONSIBILITIES:

  • Reporting to the Chief Administrative Officer, the incumbent will review Praxis’ needs relative to Davis-Bacon procedures, including an audit of our existing set of positions as well as those of contractors whom we will engage to do the bulk of our excavation work
  • The incumbent will prepare training materials for key Praxis managers to educate them relative to the processes of administering Davis Bacon regulations for Praxis and its contractor/vendors
  • In addition, the incumbent will audit, edit, and in some cases prepare position descriptions for Praxis

REQUIRMENTS:

  • 10 years’ (or more) compensation experience in the construction industry, preferably with exposure to excavation (plowing, trenching, boring) and telecommunications construction
  • Mastery in the application of Davis-Bacon regulations
  • Bachelor’s degree or equivalent experience and/or certification
  • Excellent writing and verbal communication skills
  • Ability to synthesize, present, and teach complex materials to non-specialists

Praxis Associates, Inc., a fiber optic engineering and construction firm, has an immediate need for a Telecommunications Engineer: BIC/Premisis Networks for the Digital 395 Middle Mile Fiber-Optic Network and Infrastructure Project.


LOCATION: Eastern Sierra

DESCRIPTION:
Responsible for the design and development of network entrance facilities for Anchor Institutions. Understands low voltage building codes, power and space requirements for Fiber Terminals in Terminal Rooms (MPOE), as well as translating customer requirements into viable solution designs. Designs and project manages conduit construction from building to network connection points in the Public Right of Way.

REQUIRMENTS:

  • BA Degree or Equivalent technical degree in telecommunications or BIC certified
  • 8+ Years Telecommunications experience in sales or BIC engineering
  • Ability to translate customer needs into data product and service needs
  • Demonstrated ability to effectively communicate with customers
  • Basic understanding of building codes as relating to Low Voltage systems
  • Extensive knowledge of inside plant, fiber optics, equipment room requirements, and entrance facilities
  • Excellent written and verbal skills
  • Mastery in use of Microsoft Office, Visio, and CRM software
  • Familiarity with geographical area and local needs of Eastern Sierra and Northern Nevada – a plus
