It is the policy of the Digital 395 project to honor the Buy American terms of the BTOP program.
"Local Preference" Policy
To meet economic recovery goals in the project area, it is the policy of the Digital 395 project to give preference to local contractors, vendors, and businesses to the extent their capabilities meet requirements, they are competitively priced and their involvement serves the programmatic goals of the project.

RFP: Digital 395 Fiber Optic Distribution Conduit Placement

Synopsis of Distribution RFP: RENO-12-R-0010
As a Sub-Recipient of the Digital - 395 BTOP Award, Praxis Associates, Inc. is pleased to extend invitations to qualified Prime Contractors to participate in a Pre-RFP Site Survey for excavation and placement of distribution conduit to serve project anchor institutions. The purpose of this event is to allow Prime Contractors the opportunity to survey the proposed routes, identify issues they believe should be addressed prior to the issuance of a final RFP and to provide information to Praxis Associates, Inc. for consideration. The distribution excavation will generally consist of the placement of one to three buried innerduct conduits, vaults, splice boxes and pull boxes providing the necessary infrastructure to install distribution fiber-optic cable. The more distributed service entrance facility will be a single multiple inner-duct containing 2 to 8 micro inner-ducts. This distribution conduit system will ultimately provide fiber-optic connections for the anchor institutions located in each community. In addition to enabling these connections the distribution system will be able to support future connections and extensions.
The planned distribution excavation will occur in the communities of Inyokern, Boron, Ridgecrest, Independence, Lone Pine, Big Pine, Bishop, Benton, Mammoth and June Lake. The distribution RFP will be divided into (3) bid zones encompassing the following communities:
The excavations required for the distribution conduit system are primarily on paved city/community streets. Some excavation may be required on private property. Weather conditions may dictate, to some degree, the construction window for some parts of the project. The excavation route is subject to over-sight by multiple federal, state and local agencies, e.g. Bureau of Land Management, Caltrans, Army Corps of Engineers, California Transportation Department, United States Forest Service, Department of Fish & Wildlife, Los Angeles Department of Water & Power, the County of Inyo, and the City of Bishop. Additionally, the project will cover various biologically and archeologically sensitive areas, possibly imposing varied environmental requirements on the undertaking.
On behalf of the California Broadband Cooperative (“CBC”) and Digital 395 project, Praxis Associates Inc. is pleased to announce to potential prime contractors a pre-RFP route survey to be held on 29 – 31 May 2012.
